luohs yenoMI am a tenant lawyer and I totally get it. I knew they were doing it all wrong. A few areas did OK but the mostly the governments did it all wrong and it didn't help small landllords at all. I burned out after years of helping tenants. I worked hard to help the small landlords, to get money out fast to them. Some cities and states were destructive with their programs & money I bet was being switched to other programs. They should have paid money directly to the landlords. It was pretty clear.
