That is why I am against it. It is arbitrary. It is uneven in application . The state also need not have such power. That said, they passed all of these terrorism laws and as you note they aren’t executing people who randomly slaughtered innocents for depraved thoughts; they execute people who were involved in botched robberies. But to send the right message on this level of human evil, charge them with the death penalty crimes. Send a message.
